EU MRV AND IMO DCS – FROM IMPLEMENTATION TO BUSINESS AS USUAL
Both the EU MRV and IMO DCS requirements are mandatory, and are merely the first step in a larger process to collect and analyse shipping emissions data.

Applicability:
EU MRV (Monitoring, Reporting and Verification)
Ships > 5,000 gross tonnage (GT) calling any EU ports.IMO DCS (Data Collection System)
Ships ≥ 5000 gross tonnage (GT) trading globally. -
Reporting focus:
EU MRV (Monitoring, Reporting and Verification)
- Distance travelled time spent at sea
- Amount of each type of fuel consumed
in port/at sea - Cargo carried
IMO DCS (Data Collection System)
- Distance travelled
- Amount of each type of fuel consumed in total
- Hours underway under own propulsion

Reporting path:
EU MRV (Monitoring, Reporting and Verification)
- Annual Emission Report to be verified by an accredited verifier - such as DNV GL - within EMSA's THETIS-MRV database
- The company then submits the verified Emission Report to the European Commission via THETIS-MRV
IMO DCS (Data Collection System)
- Fuel oil consumption to be verified by the flag administration or Recognised Organisation (RO) - such as DNV GL - either annually or where there is a change of flag or owner
- Flag state (or RO) reports the verified fuel oil consumption data to the IMO's GISIS database
