(Remark: This is a revised version as Paris and Tokyo MoU published a joint press release with the questionnaire for the CIC on Safety of Navigation.)
1. The Paris MoU, Tokyo MoU, Black Sea MoU, Indian Ocean MoU and Vina del Mar will carry out the CIC on Safety of Navigation.
These MoUs will start this campaign on 1 September 2017 and the corresponding checklist/ questionnaire was published on 31st July 2017. In addition, DNV GL – Maritime Academy is offering a free online “smart-up” training on 17 August 2017 for which anybody can register. For a reference, please find the link to last year’s online training on the DNV GL PSC support page.
These MoUs will start this campaign on 1 September 2017 and the corresponding checklist will normally be published 4 to 6 weeks prior the start of the campaign. DNV GL will provide this checklist as soon as it is published. In addition, DNV GL Maritime Academy is offering a free online “smart-up” training on 17 August 2017 for which anybody can register today. The general PSC inspection of Safety of Navigation, as part of the Safety Equipment Certificate, will be amended by the detailed CIC checklist and additional guidance by Port State Control Officers (PSCO). The checklist is not yet published, but DNV GL assumes that the CIC will focus on the main Safety of Navigation deficiencies of the previous years. Based on DNV GL statistics from 2016, the following main deficiencies were found resulting in PSC detentions – these items serve as indicators as what to focus on for the upcoming CIC campaign:
- Nautical publication: NP out of date / List of radio signals missing or expired / IAMSAR volume old edition / ITU not updated / Notice to mariners not updated
- Charts: Missing, not updated or expired charts
- Lights, shapes, sound signals: In particular, stern lights wrong sector, inoperative or broken / Ship’s navigation lights arrangement not in compliance with COLREG / Flags poor or dirty
- Voyage or passage plan: Especially the passage plan for the last or next voyage is not available or not in compliance with SOLAS
- Magnetic compass: Especially the magnetic compass repeater on bridge / Excessive deviation in magnetic compass / Compass of lifeboat out of order / Deviation table not posted
- Voyage Data Recorder (VDR): Especially VDR showing alarm or inoperative
- BNWAS: Especially location of the reset button / Knowledge of audible alarms and visual indication
- ECDIS: Including training, familiarization, operation and documentation. We refer to MSC.1/Circ.1503 “ECDIS – Guidance for good practice” dated 24 July 2015 and AMSA Marine Notice 7/2017 “Guidance on ECDIS for ships calling at Australian ports”.
2. The Caribbean MoU will arrange its CIC for Life Saving Appliances from 1 September 2017. We do not yet know if any additional checklists will be published.
DNV GL statistics from 2016 identify the following main deficiencies found during detentions:
- Lifeboats: Engine could not be started / On/off load release system defective
- Rescue boat: Engine cannot be started or inoperative
- Launching and embarkation arrangement for survival craft and rescue boat
- Operational readiness of life saving appliances
- DNV GL recommends to review the detention items described above, which serve as a good indicator of the focus areas for the upcoming CICs. Then:
- Familiarize with the questionnaire for the CIC as soon as they are published
- Inform the crew about focus areas
- Join DNV GL’s free online training session on 17 August 2017

2020 Sulphur update - outcome of the MEPC 74
The 74th session of the Marine Environment Protection Committee (MEPC 74) was held at IMO in London on 13–17 May 2019. This was the last MEPC meeting before the 0.50% global sulphur limit takes effect on 1 January 2020, and the focus was on the implementation and completion of guidelines to help stakeholders prepare and ensure consistent implementation. We strongly recommend stakeholders to prepare in due course and update plans according to the latest IMO guidance. This statutory news contains a summary of sulphur-related resolutions and circulars adopted at MEPC 74.

Prepare for the Global Sulphur Cap 2020 with the IMO Ship Implementation Plan
The IMO has agreed on 1 January 2020 as the date for switching to 0.50% sulphur fuel globally. Now, as ship owners face the daunting task of preparing for the fuel oil switch, proper planning is essential. The IMO Guidance for developing a Ship Implementation Plan (SIP) is a useful tool, and described further in this technical news.
Survey by remote inspection techniques - use of approved service suppliers
The use of remote inspection techniques (RIT) is increasing. Today, drones, climbers, or robot arms, can be used as an alternative to close-up surveys in both the DNV GL rules and IACS Unified Requirements. RIT may significantly reduce the survey time and costs, while improving the safety of surveyors and the owner’s personnel. From 1 January 2019, DNV GL has approved the use of service suppliers for RIT. This technical news explains how RIT can be used and how suppliers can achieve DNV GL approval.
