DNV GL Rules for Ships - October 2020 edition

The 2020 October edition of DNV GL rules for Ships is now available.

1. General information

New and amended rules were formally approved on October 15th 2020 by Group CEO Remi Eriksen and are included in the October 2020 publication of the rules. 

The main changes to the rules cover:

  1. Rules for Ships:
    a. New and revised class notations
    b. General updates and corrections
  2. Naval vessels - New rule regime

The entry into force date for these rules is 1st of January 2021.   The rules may, however, be applied to projects contracted before this date upon agreement between parties.

Updates commented

a) Podded and geared thrusters

  • The rules section is fully revised to cover the challenges of thrusters with capability to serve both  propulsion and steering.
  • A subsection giving high level requirements related to arrangement, operation and capability is included. 
  • Requirements for electric steering gears are added.
  • Requirements from IACS UI SC242 is implemented. (Covering SOLAS Regulation II-1/relevant parts of 28/29/30)  

b) Smart

  • Introducing a new class notation giving opportunities to promote and visualise a shift towards more efficient and green operations being based on digital technology and/or environmental friendly solutions, enhancing the performance and operation of a vessel.
c) D-INF
  • New class notation providing requirements for a data collection infrastructure to facilitate a safe and reliable vessel-to-shore data exchange.
d) DDV
  • New class notation providing requirements to systems onboard, and to verification methods to be used, for data-driven verification processes.
e) REW
  • New class notation providing requirements to vessel to shore live streaming of audio, video and operational system HMI, enabling interaction between the vessel and shore personnel.
f) Structural strength and integrity – bulk and ore carriers
  • Revised the class notation to cater for innovative/unconventional designs where the effect of double bottom stresses may be less than what is observed for standard design vessels currently in service.
  • This amendment opens for the use of results from cargo hold finite element analysis to determine permissible double bottom stresses more accurately.
  • Procedures will be further detailed in the next revision of DNVGL-CG-0127

3. Rules for Naval vessels

  • DNV GL has the previous years offered classification of naval vessels through 3 different rule regimes.  We are now introducing the first part of a new and coordinated regime adapted to the needs of the navies.  
  • This rule publication presents the overall framework of the regime and gives the new entry portal for classification of naval vessels.

4. Information on coming rule editions

DNV GL publishes main rule editions annually. The next main rule edition will be published in July 2021.

There is however already planned an amendment to the rules in January 2021. 

Additional amendments may be carried out, and all amendments will be specifically marked in the rules table of contents found here.

PSC inspections during COVID-19: Are we back to normal?

During the first six months of the COVID–19 pandemic, Port State Control (PSC) regimes reduced the number of PSC inspections to a minimum with a focus on high-risk ships. Now, and despite the upheaval of the pandemic, some PSC regimes or single countries are coming back to performing almost the same number of inspections as before the pandemic. This PSC news provides an overview of the actual inspection activity in different PSC regimes, a situation which may change quickly.
