July 2014 legacy DNV Rules for Ships and High Speed Light Crafts

Following the merger of legacy societies DNV and GL, the new society DNV GL will publish two parallel set of rules until a common rule set is in place. These sets of rules will be named legacy rules.

The 2014 July edition of legacy DNV Rules for Ships and High Speed Light Crafts is now available at www.dnvgl.com.

New and amended rules were formally approved on June 30th and are included in the 2014 July edition of the rules.

Below is a general overview of the changes. For more detailed information, please see the links and/or contact your local DNV GL office for further information.

RULES FOR Ships

  1. Significant changes:
    • Renewal of Class Certificates (Pt. 1 Ch. 1 Sec. 3)
    • Requirements for Tankers and Bulk Carriers subject to SOLAS Chapter II-1 Part A-1 Regulation 3-10 Goal-based ship construction standards for bulk carriers and oil tankers (Pt. 2 Ch. 3 Sec. 9)
    • Piping Systems (Pt. 4 Ch. 6)
    • Fishing Vessels (Pt. 5 Ch. 6)
    • Dynamic Positioning Systems (Pt. 6 Ch. 7 / Ch. 26)
    • Electrical Shore Connections Pt. 6 Ch. 29 / Standard for Certification 2.25)
    • Thruster related surveys (Pt. 7 Ch. 1 Sec. 4/5)
    • Periodical surveys of cargo installations / liquefied gases in bulk (Pt. 7 Ch. 1 Sec. 4)

RULES FOR HSLC

  1. Significant changes:
    • Plan Approval Documentation Types… (Pt. 0 Ch. 3)

A few comments:

  • Concerning Renewal of Class Certificates (Pt. 1 Ch. 1 Sec. 3) – the text is aligned with IACS UR Z7, also including vessels that have been “laid up” or “out of service for a considerable period”, accepting the new certificate a five year validity from date of completion of renewal survey.
  • Concerning Requirements for Tankers and Bulk Carriers (SOLAS / Goal Based) – the text is aligned with IACS UR Z23, also including the requirement for a Ship Construction File (SCF) to be delivered with a new building.
  • Related to rules for piping systems (Pt. 4 Ch. 6) – the text is updated to clarify requirement for Exhaust Gas Cleaning Systems and to take onboard the generic requirements for installations of refrigeration systems/installations. Further these rules now includes requirements for plants using R744 (CO2).
  • Rules for Fishing Vessels (Pt. 5 Ch. 6) - have now a separate section for spaces with refrigeration installations.
  • Related to Dynamic Positioning Systems - the methodology for calculation of Environmental Regularity Numbers (ERN) is updated and vessels having numbers in accordance with the new method will be denoted ERN*
  • The requirements for Electrical Shore Connections have been aligned to reflect the industry practice and presently technical viable solutions.: i.e. deleted requirements for monitoring of the earthing connection and also the requirement for automatic disconnection at earth fault.
  • For Thruster related surveys, the responsibility for the thruster maintenance scheme is placed with the manufacturer and TIFF NDT acceptance criteria (if relevant) likewise.
  • Related to liquefied gases in bulk – the text is clarified for a more uniform and consistent application of IACS UR Z16 section 2.2.8. Clarified requirements for testing of secondary barrier of membrane carriers and requirements for examination of lower bulkhead cargo tanks in double hull tankers.
  • Rules for SEP (Pt. 7 Ch. 3) is deleted and the service is no longer a part of the DNV GL product portfolio (now statutory).
Additionally to the above referred rule changes/amendments, some clarifications and editorial changes are also included in this edition of the rules.
