PSC Top 18 items – the main detainable deficiencies you need to know about

DNV GL has identified the main detainable PSC deficiencies from PSC detentions worldwide of ships with DNV GL services, and the result is a “Top 18” list. This news covers these top PSC items as well as the updated version of DNV GL’s PSC Planner.

PSC Top 18 items by DNV GL

The key to successfully reducing the number of deficiencies during a PSC inspection, and to avoiding a detention, is regular maintenance on board and a more detailed focus on PSC Top 18 items. The 18 most frequent detainable deficiencies were found in the following technical categories as defined by the PSC regimes:

  • 03(...) - Water/weathertight condition
  • 04(...) - Emergency systems
  • 07(...) - Fire safety
  • 10(...) - Safety of navigation
  • 11(...) - Life saving appliances
  • 13(...) - Propulsion main engine
  • 14(...) - Environmental protection
During regular maintenance, the crew needs to focus on verifying operational preparedness and compliance with international requirements. Even more important is the assessment of the management system, since detainable deficiencies to the PSC regimes’ category “15(...) – ISM related deficiency” are at the top of the detainable deficiencies list. Therefore, the assessment needs to verify if the ships management system is still suitable to the actual condition of the crew and ship or if adjustments or improvements are needed. This assessment and possible resulting changes will ensure that a single failure is detected and rectified in a systematic way and that a reoccurrence is avoided. The PSC Planner now also includes the Top 18 items

The checklist of DNV GL’s PSC Planner now also includes the Top 18 detainable deficiencies, next to its remaining ship and port-specific features.

Additionally, the PSC Planner is now included under Fleet Status, available via DNV GL’s Veracity platform (available for DNV GL customers only). In Fleet Status you will find a newly introduced tab, “Port State Control”, where your fleet’s PSC performance is available.

Based on actual AIS data, the ship risk factor and the PSC inspection window of the corresponding Memorandum of Understanding (MoU) will be shown at a single glance. For more details, see the presentation on the new PSC Planner.

You can also apply filters and home in on your fleet’s PSC performance. Both ship and fleet overviews can be provided. This brings great value in terms of continuous improvement; it provides you with a clear guidance of where you should focus your efforts, and it increases awareness of operational performance and safety.

Recommendations

Owners and operators should use the information provided by the PSC Planner for training relevant staff onshore and on board. Furthermore, you can create customized checklists via the tool to cover the relevant items, which enables the crew to prepare the ship for the next PSC inspection.

AMSA focused inspection campaign — Proper stowage and securing of cargo containers

As a result of several incidents where containers have been lost overboard, the Australian Maritime Safety Authority (AMSA) has decided to carry out a focused inspection campaign on cargo securing arrangements that will run from 1 August to 31 October 2020. This campaign is not included in the PSC inspection and its results will not be transmitted to regional PSC regime databases. However, in cases of non-compliance, the attending AMSA surveyor may proceed to a full PSC inspection.

Ballast water management - new type approval standard applicable from 28 October 2020

This statutory news provides information about the new IMO type approval standard of ballast water management systems (BWMS) applicable for systems installed on or after 28 October 2020. In addition, you receive recommendations on how to handle BWMS installation of the old IMO G8 type approval standard if installed prior to 28 October 2020, but that the commissioning survey is on or after that date.
